How can we make the port's transition within the current limits of space, energy, and resources?
The port of Rotterdam plays a crucial role in connecting global trade flows with its significant refining and chemical industry. With the goal of achieving 100% circularity by 2050, the 'Haven Industrieel Complex' (HIC) faces major challenges. Studies have shown that switching to circular feedstocks—such as biomass, waste, and CO2—requires significantly more space and energy than is currently available. This scenario study, carried out by a team from ISPT, Quo Mare, and Deltalinqs, commissioned by the Province of South Holland and the Municipality of Rotterdam, aims to determine what is feasible within the existing limits, calculating how alternative raw materials can be integrated while still aiming to meet sustainability targets sustainability targets for 2030 and 2050. The goal of the study is to provide insights and strategic guidance for the policymakers how to facilitate the energy and raw materials transitions in the port and to drive effective and realistic decisions.
Four scenarios were developed to explore possible pathways for the integration of sustainable raw materials in the industrial cluster. Using Quo Mare’s TDES model, these scenarios have been analyzed to identify technically and economically viable solutions within the existing limitations of space, energy, and raw materials.
We will present the key findings, including scenario storylines and recommendations for transitioning the port of Rotterdam towards a circular economy. The results will offer industry leaders a comprehensive view of the feasible pathways to sustainability under current limitations. This meeting will also give an opportunity to gather valuable feedback from industry representatives regarding the study’s outcomes.
